Specific Regulations for Holding Events

The current situation regarding the spread of the COVID-19 coronavirus has led to legislation at both national and regional level on preventive measures and protocols to protect public health in different areas. In this regard, the Community of Madrid has its own regulations.

Based on ORDER 668/2020, of 19 June, from the Department of Health, which establishes preventive measures to address the health crisis caused by COVID-19 once the extension of the state of alarm established by Royal Decree 555/2020, of 5 June, ended, with the measures set out in this Order applying across the entire territory of the Community of Madrid.

Since 21 June, the deescalation planned by the Government has begun, under the plan known as #MadridSeReactiva. This deescalation plan sets out, as a general rule, that from 21 June to 5 July, capacity will be limited to 60%, and that from 6 July, the limit will be 75%.

All this regardless of following health measures such as handwashing, wearing masks and maintaining a safe distance.

Interpersonal safety distance

In this regard, the safety distance between people must be at least 1.5 metres throughout the event, and failing that, a mask and other physical protection must always be worn.

Regulation of events

Regarding holding events, whether conferences or conventions, work meetings, talks or Team Building activities, different rules apply in each of the two proposed deescalation phases.

In the first phase, from 21 June to 5 July, capacity is limited to 60%, setting the limit at 80 people in enclosed spaces and 800 in open spaces.

From 6 July, the capacity limit rises to 75%, and 300 people indoors and up to 1000 people outdoors.

Venues

Event venues may also be subject to restrictions relating to tourist accommodation, hospitality and leisure.

As such, it should be noted that in hospitality and restaurant venues, between 21 June and 5 July, occupancy of 60% of indoor capacity (tables and bar) and 80% of authorised terrace capacity is allowed, and that from 6 July, the full terrace can be used along with 75% of indoor capacity, always maintaining the minimum 1.5-metre safety distance and a maximum occupancy of 25 people per table or group of tables.

Nightclubs and late-night venues remain closed until 5 July, when they'll reopen following the measures set out for them.

Hotels, for their part, also reopen with restrictions: until 5 July, occupancy of common areas cannot exceed 60% of capacity, and 75% from 6 July. And within them, entertainment activities or group classes must not exceed a maximum capacity of 20 people.

Regarding outdoor sports activities in facilities and sports centres, capacity cannot exceed 75% or groups of 25 people until 5 July, with capacity limited to 60% and 20 people indoors.

Regarding museums or exhibitions, maximum capacity will be 60% until 5 July. From 6 July it will be 75%. And there's a group limit of 25 people including the guide or instructor.

Something similar applies to multipurpose halls and spaces, which until 5 July cannot exceed 20% of allowed capacity, and 50% from 6 July, always with pre-assigned seating.

Regarding trade fairs, the same measures apply as for events and conferences, guaranteeing an attendee count, with cocktail receptions or similar suspended, and organisers reserving the right of admission for anyone not complying with the stipulated safety measures.
